8-5-09: No Bid (Sole Source) Contracts Procedures Tightened; Advertisement of Recommendation Required Before Final Adoption

 

Effective immediately, before the award of “no bid contracts”, departments will be required to justify the designation in writing, combined with a letter from the proposed vendor justifying the sole source designation. 

 

The legislation also requires public notice providing potential qualified vendors the opportunity to submit sufficient documentation to allow the County to review the offer before a final decision is made. Following a review and recommendation of the entire package by the County Manager, the recommendation will be sent to the Board of Commissioners for final approval.
