"Current Issues: Racial Profiling Quarterly Report: Over 90%
Traffic Stops in Fulton County African-American Drivers
For the period, January 1, 2010 to March 31, 2010, over 90% of “traffic
stops” by Fulton County Law Enforcement agencies involved
African-American drivers according to a (quarterly) report to the Board
of Commissioners:

Officials emphasized that a “number of factors other than bias” can
influence decisions to stop drivers or individuals including
“characteristics of the driver population” and “officer
characteristics”. The meaning of these terms will be clarified in an
addendum to the report.
Commissioner Darnell emphasized the need to provide objective data such
as the # of traffic tickets issued to support a disproportionate number
of traffic stops of African-American drivers.

“hazardous waste sites” as defined by state and federal agencies.

Area).

2-26-10: Fulton
Industrial Re-Development Framework Plan: Proposed Change in Land Use
Designation
“The FIB Re-Development
Framework Plan” changes the current designation of the Fulton Industrial
Boulevard (FIB) area from Community Live-Work and Regional Live-Work at
I-20 to “Retail-Industrial”. The staff has proposed a designation to
the current land use plan that would not require mixed use projects to
have a residential component.
“In an effort to
protect and promote industrial uses and the large employment base,
residential uses should not be encouraged within the FIB,” the report
states. The “FIB Framework Plan” was based upon a plan presented to 25
community representatives in November 2007. The plan was also presented
to Business Community representatives in October 2009.
Other major components
of the FIB Re-development Plan include Goals and Outcomes in the areas
of Public Safety Health and Human Services Housing Transportation and
Environment. The Fulton Industrial Boulevard (FIB) study area includes
the unincorporated parcels of the Fulton Industrial District, District 5
and District 7. Upon review and approved by the Board of Commissioners,
the plan will be submitted to the Georgia Department of Community
Affairs for approval.

Fulton Fees Increases Add $175,000 to 2010 South Fulton SSD Budget
Proposed fee increases generating an additional $175,000 for Fulton SSD
were approved. Fees included the following departments: Environment and
Community Development Fire Rescue Parks and Recreation and Police.

12-17-09: Tentative Budget Adopted
for Information
The
County Manager (Zachary Williams) has submitted the FY 2010 Budget for
information.
The
General Fund (county – wide) Budget includes $59 million in reductions to
departments in all service areas including courts, corrections, libraries,
health and human services. Funds have been allocated according to a “funding
hierarchy” (priorities) established by the Board of Commissioners, according
to the Budget Commission.
Legal
mandates, court orders, consent decrees, contract obligations and Board
resolutions were given the highest priority. The Board of Commissioners will
begin deliberations on the
“Final
General Fund Budget” January 6, 2010 at 10:00 A.M.
The South
Fulton Tax District Budget was also presented and approved for information
only. The Expenditures Budget was reduced by $10,471,634; the total revenues
increase $1,581,332

10-22-09: SOUTH FULTON BUDGET ENHANCEMENT
INITIATIVE FAILS
A motion by Commissioner Edwards, seconded by
Commissioner Darnell to support the transfer of
net fees generated from traffic citations issued
by the Fulton County Police Department within
unincorporated South Fulton to the South Fulton
Tax District Fund in accordance with the “Shafer
Amendment” did not pass for the lack of 4
affirmative votes
